I think it's a weed. I don't remember the Latin name, but it's known as mare's tail around here. It does come right up, which is a good thing in a weed.

A "weed" is a plant you do not want growing where you do not want it to grow. So in certain circumstances a rose could be a "weed".
Horse Weed, or Mares Tail, is an herb used by some as a diuretic.
