Not enough there to identify. You could take a sample of this plant to your local office of the Texas A & M Cooperative Extension Service for Identification.

I'm not sure from your photo, but that almost looks like the dark foliaged form of anthriscus (cow parsley).

Whether it is or not, cut off any flowering heads (anthriscus would be umbels of tiny white flowers), don't let it go to seed if its a plant you don't want and don't want more of. Instead of spraying, why not dig it out?

Likely Anthriscus. They pull out easily.

I dig them out every weekend, I tried to pull some of the root out but I could not pull it all out. It seem like the root came from my neighbor yard and it's big root (about 2 fingers size) and long. I messed up my yard when pull them up.
