Is this a weed? If not, what is it?

Moved into a new house with an old garden. Lots of lovely plants like wisteria and orange trumpet vine. And this thing. Now about 3 feet tall. It has a visible root that looks a bit like root ginger. No smell that I can detect. Should I dig it up or is it going to flower?

Looks somewhat like the new growth from a Lilac.

It isn't lilac because the foliage is both alternate and serrated.

If it's any help, here's a close-up of the root. It has about 10 stems growing from the root, and they grow first along the ground for a few inches, before turning to grow upwards. Overall the plant covers an area of about a square yard.
