The only weed killers that won't affect the junipers are those that are specific to grasses, such as those that contain fluazifop or sethoxydim. These would not harm most broadleaf weeds, either.

Grass B Gone is one that should be available. Ornamec is another.

Not much you can put down for those types of weeds without hurting the junipers. However, if the weeds don't touch the junipers, then you can use glyphosate (Round-Up) on a cotton glove or sponge to "paint" the weeds being VERY careful not to touch the junipers. The vines, you can cut off the end, then stick the cut end into a small bowl of undiluted glyphosate as soon as you cut it. It will pull the chemical back into the plant without having to treat the entire vine.
