Of course it is true but it is also true that when you cultivate more seeds can be brought to the surface. If you cultivate it is best to sharpen a hoe and scrape the soil just below the surface. This will cut the root and most will die. There may be some that grow from pieces of the stem but you will be able to spot those after the rest have died an simply remove the plants that you see.

That is one reason why people cultivate soil, to kill the "weeds" growing there, but you can also bring up "weed"seeds that have been buried in the soil so they can germinate.
The simplest method of "weed" control is to mulch the garden soil which will 1) help suppress "weed" growth, 2) aid in moisture retention, 3) aid in maintaining an even soil temperature, and 4) add needed organic matter to the soil. Mulches do not, magically, prevent all "weed" growth but they do help greatly.

I would start on the weeds in late March/early April instead of waiting until May. By May they could be 8 inches or more tall depending on what plant they are.
