Don't know which weed. But if all those side growths are seed pods, remove now! If you don't, you will have to deal with the "kids" for years.

I would say this is equisetum, horsetail. This prehistoric plant can often produce juvenile wispy looking shoots like this that all eminate from a central growth point. They don't look at all like the more typical jointed stems bearing the whorls of foliage. And if that is the case, then no seed pods to be concerned about but if there is one horsetail, there will be lots more :-)

And a pretty likely occurrence in WA state.
