It looks to me like a Beech or White Maple with a bark disease. Hard to tell without seeing a leaf or the branch structure.

I don't think it is a beech, the bark is much smoother on a beech. However, I don't know what it is either.

Red maple bark looks somewhat like beech in it's smooth stage, then it develops scales a little like the ones in your picture. I can't say with much certaintly but I think it might possibly be a red maple.
