At last count, in 2008, these are the states where they are prohibited:
Alabama, Arizona, Arkansas, California, Florida, Louisiana, South Carolina and Texas.
Personally, I would not ship them to any area where they would have the potential of becoming invasive.
I have, on a few occasions, grown them in my pond, but they don't survive during the winters here.
