when to plant weigela outside

hi i live in georgia and i recently bought two plant of weigela and they are about 1 feet tall or less on the box it say's they are two years old i guess. The plant are in the box in the house and i saw that new leaf are getting brown so i am worried that plant will die so i want to know that when can i plant outside or can i plant in a pot in the house
