You can send it directly to the Editor or you can send a query letter stating you have a completed article and describing the content to see if there is any interest. Never mail in your original, always a copy. I would suggest you make multiple submissions till you find a publication that likes your work. Thereafter, give them the courtesy of first submission. Always include a single page bio about yourself and your writing experience (if any). Good luck.
