Well first you would need to tell us where the picture was taken. Then look in bird books from that area. It isn't anything native to the US. At first glance it looked like a closeup of a caterpillar. Very pretty birds!!

European Bee-eaters, (Merops apiaster)

Most species are found in Africa and Asia but others occur in southern Europe, Australia, and New Guinea.
