Orange and Black bug

I live in Virginia - I noticed this bug around quite a bit last fall and am starting to see a few around the garden now. It's about 1/4 inch long. I'm curious to know what it is to be able to determine whether it's something I should try to control. Any help is appreciated - thanks!
