Do you know this bug?

Please help! These bugs are all over my outdoor table top plants. They don't appear to be doing any harm, but I'm not sure. Does anyone recognize them? Are they harmful and should I get rid of them? If so, what is a good organic way since they are also on my basil? Thanks for any help you can give!
