They can usually fly surprising well with moderately damaged wings such as that. I would not attempt any repair beyond perhaps clipping off the part that's hanging off. I've seen butterfly rearers do this, and the b'flies usually appear to go on about their business with little trouble.

I'd not suggest that you can repair the extremely fragile wings of a butterfly. Any amount of handling dislodges scales and can break more of the tiny wing segments. If you can accomplish what saccharam suggests without handling it further, try it.

The adult stage (butterfly) doesn't live very long even if it dies a natural death. They fall prey to lots of predators, including cats. You could offer it food in the form of diluted sugar water soaked on a paper towel or sponge. I know that other swallowtails will feed that way.....not so sure about the Tigers (like yours) .

Hard to tell from the photo if there is major vein damage that would show when the butterfly flaps. If otherwise intact, your butterfly is about in the same shape as an "old" swallowtail that has had encounters with birds; and they still get around.

Antennae damage would be more critical.

If this butterfly shows no willingness to fly, rhizo's advice may work, as would leaving the butterfly outside as a possible meal for some other critter.

Put it on a more solid surface; perhaps its legs are catching in the towel and it can't take off. This is best done outside; if the butterfly is strong enough to fly inside it will have to be recaptured for release outside and further handling should be avoided.

If a butterflies wings were more damaged I can see little bit of what looks like kind of like sap or I guess it would be butterfly blood I'm not sure but my niece is found one outside today and some water and it's not looking like it wants to fly again I'm not sure what to do besides try to feed it and keep it from harm
