flying 'fluffies'

Earlier this week I looked out the window and saw what appeared to be lightly falling snow, but was instead fluffy insects flying by.I reached out and tried to catch one, The first time I was too aggressive and ended up with a reddish-brown smushed-up critter on my palm, but the second time, I could actually see a small black gnat-like flying insect with a fuzzy white outer coating of some sort--light and feathery like milkweed, but not even that big. This only happened in great numbers for a couple of days, then more sporadically, and I didn't see any yesterday or today.

I am wondering if perhaps they didn't have wings, but instead were just floating on the wind. The fluffy outer coating might be to lend camouflage or to aid in dispersal.I have been unsuccessful in numerous google searches, any ideas?
