I thought I had seen a lady like you described. I found her at embroidery library website - Victorian Lady collection. They actually are the whole person; her top is embroidered. The bottom you are to add material to make a 3-d skirt. Her boots are embroidered.
Perhaps you could sew out her top only. Some look easy to do that, others you could stop sewing when it moves to her legs and "jump" forward to sew out only her top.

Purchased that set and they sew out just beautiful.Thanks for the idea for "jumping", that could work.Also bought hankie holder from bettiedidit.com and the bonnett lady is great for this,only you have to resew her to a square for a quilt.Now we can make 3 different quilts. Thanks again,Netta
