Is it common to have your downspout right over your sewer line or clean out? Is there a building code that specify the distant? My problem is that a water pressure or weight of the backfil dirt created a crack on the "T" connection and my builder said it was my fault.

In this day, it is usually not legal to have your downspout drain into the sanitary sewer. In the olden days, this was allowed so you might be grandfathered.

Are you sure the downspout goes into the sewer line? Sometimes drainage systems are installed to run into the municipal drainage.
