I want to lay the Novalis vinyl planks in my basement. The floor has old asbestos tile that I plan on going over. There is an area where the tiles are missing, and concrete is showing. I tried putting down some cheap 12x12 tile to cover the exposed concrete and bring the height up to the height of the floor with the tile, but there is old paint on the concrete that's chipping so the cheap 12x12 tiles won't stick. What do I do at this point? Chip the old paint? Should I be concerned about lead? The house is from the 1950's. I'm very frustrated with this whole project. Help!
