DIY Sheet Vinyl???????

My sister and brother-in-law just bought a 1100 sq ft house across the street from us, and like most 1970's raised ranch houses the kitchen and dining room is basically a 24'x8' area with the kitchen on one side and the eating area on the other. The previous owners have replaced all of the carpet in the house and put new sheet vinyl in the dining room part ONLY, they left the old sheet vinyl in the kitchen and put a threshold in between the two. Even though they did a pretty good job of coordinating the colors, it still looks soooo tacky. Money is a huge issue as they are very young with kids and don't have alot extra. My DH and I thought that it might be possible to replace what is in the kitchen to match the new vinyl in the eating area. Here is the problem, the previous owner said that the new vinyl was a 9x12 piece from Home Depot that she had a friend install (I know what everyone is thinking, I also thought that). Anyway, I went to Home Depot and found another 9x12 piece that matches, but now its turned into a diy project and DH and I have never laid sheet vinyl. Do you have to take all of the old vinyl up, and put another underlayment down? Can you put the new vinyl directly over the old vinyl and if so do you put another underlayment down or put it straight on the old vinyl? Has ANYONE laid inexpensive sheet vinyl that really didn't know what they were doing and had it look ok, or are we totally insane for trying to tackle this??? This would be so much easier if they could afford laminate or tile :( Any advise is greatly appreciated, and please remember that my sister and brother-in-law are totally broke, they'd like to keep this project under $200.
