heat pump question

We installed a new heat pump last winter after getting a HUGE electric bill and realizing that we were using emergency heat. So when we got a 300 electric bill this month we started looking at the thermostat, and realized that when the heat comes on it starts with auxilliary heat for a few minutes then that kicks off, but our heat pump outside does not come on. We live in Indiana and it has been cold outside but I guess my question is should the heat pump be coming on, now we keep the house at about 66 degrees. We tried to turn the air conditioner on to see if the unit itself would turn on, but it just blinked "cold on", it just flashed, and the unit outside did not come on. Is this normal, or does it sound like there is a problem?
