Help with neck shaping on sweater pattern

I am making my first sweater from the Madeline pattern on the Berroco website. I am now ready to shape the neck and set-in sleeves. The pattern directions read: "Shape Shoulders and Neck: Bind off 5(6-8-7-8-9) sts at beg of next 2 rows, then 6(6-7-8-9-9) sts at beg of next 4 rows. AT THE SAME TIME, bind off center 20(20-20-22-23-23) sts for neck and working both sides at once, bind off from each neck edge 4 sts once, 3 sts twice." How do I work both sides at once? Do I attach another ball of yarn? When it says "at the same time" does it mean I bind off the center as I am working the 4 stitches on each neck edge OR does it mean I should be binding off the center as I am binding off the stitches indicated in the first sentence? What does it mean to bind off three stitches twice? As you can see I am utterly lost. Any help greatly appreciated!
