cold air return

My question for today is that down in my basement I've got no cold air returns at all. How many should their be down there and also how far apart from the three heat registers that are down their? My basement is very cold and the furnace isn't really heating up the basement because of no circulation for the air to move and warm up. Their is 3 upstairs and is fine until the floor upstairs gets cold. Isn't it code in canada and what should I do about this? Thanks and any input is good input!!

Are there supply ducts that open in the basement? How old is this house?

I'm not familiar with Canadian codes however, you can only put as much air into a room as is taken out. Supplies without returns or some other means of cycling the air aren't (as you know) very effective.

Measure the total area (Length x width) of the supply duct outlet(s). Your return(s) size(s)should not be less than the total of those. Slightly larger is ok.

How many supplies do you have in the basement and where are they located? You don't want the returns so close to the supplies to not allow the air to diffuse into the room.
