Leaking Roof

I have a lighwell roof right outside my kitchen window, about 6 by 6 flat with a drain. It has a metal pan and is covered with roofing asphalt maerial.

We have had this leak for several years and can't seem to to find out where it's coming from.

The thing is we live in the bay area and when it rains hard, it will leak. When it is extremely windy it will leak. If it rains lightly, it will not leak.

I am at a loss. We are about to get new vynil windows thruout and am just so frustrated because each time I get one thing repaired, the repair man blames the leak on something else, i.e. it's not my window, it must be the roof and vice versa.

Had a roofer come out and give me a quote for repair of $3800 to tear off everything down to original wood and/or pan, replace drain, resize window coming up off roof approximately 6 to 12 inches tearing out stucco and flashing around bottom portion of window before replacing stucco.

I would need to hire a contractor, per roofer, to remove window and window seal before he can start job.

This seems like a lot of money for one little roof.

Please help and give guidance. At a loss.
