You should try a random orbit sander for the flat work, which will only leave the corners and edges. The scraper makes a difference, too. I very rarely use anything wider than 1 1/2". I sharpen it incessantly with a file so it always bites. The narrower the blade, the more pressure you can exert. A 3" scraper would only be used on paint that was falling off by itself.
The right sandpaper will feather the stuck-fast paint into the bare wood easily and smoothly.

Different names for different boards.
I've tied a sander, but there are too many surfaces, too close together to be effective.
I really just want to make sure that I can paint over the old paint that is really firm, or do I have to strip it all down to bare wood.
I'm looking for a "it looks good from the street" finish.

You can remove all the paint and that will look the best of course, but you certainly do not have to. There is nothing wrong with painting over paint that is fully adhered. You will want to re-glaze the windows where the old glazing has broken away though.

I've already started re glazing but had to stop when I accidentally cracked a couple of my panes.
I'm going to finish that up this weekend.

(I almost cried when the old glass broke. It's that old wavy kind and it's real expensive to replace with the same kind of glass.)
