Try pulling just the border off without soaking it or using a stripper. Sometimes you can get the top part off and expose the backing under it and then you can just remove that by getting it wet. There is a good chance though that when you pull on the border, you will be pulling off the wallpaper too....that's just how it goes.

This border is in a bathroom and parts had come loose, particularly above the tub. I am assuming this was due to the moisture in that area over the years. I pulled that part off easily. In another part of the room it is still stuck. I have read about using warm water or steaming. What about one of those methods?

If it was applied properly (withVOV) paste there is no way it is coming off without damage to the paper under it, no way.

Warm water, steaming, squirting with water, using gel, etc all accomplish the same thing which is saturation of the paper.
