There is really no reason to use the oil based Kilz unless you are killing stains or odors. Kilz 2 is really a stain killer too, but it's okay for a general purpose primer. A primers job is not really to get good coverage. People think that it is though and people also think that dark colors need to be primed. Neither of these are true. The reason we use a primer is to bond and provide a good base for the topcoat. Covering a dark blue with a lighter color may be tough to do in three coats though. You may want to do two coats of primer just because the primer is cheaper than the finish paint.
