question about neutered cat

Our litter of feral kittens were all neutered/spayed at about 3 mos. old before any of them reached sexual maturity. (they are now 3 years old) Two months ago we found a kitten in our compost bin and have kept her indoors because she isn't at all 'street smart' as are the others.

The other cats are indoors just to eat and sometimes at night and our male has been mounting this new little cat. I figure she must be in heat, but is that just instinct that he would do that?

BTW, this is the kitten who was missing hair on her head and neck. Now we know why!
