My inlaws plumber installed a shuf off valve to an exterior garden valve on an inside garage wall. Needless to say, that valve is frozen on the connection from the inside line (coming from the kitchen sink) If the sink flows, is there still a good chance of that exterior valve bursting that the sink feeds? Pretty dumb question as I'm sure the answer is HE double L YES! but I want to make sure before paying another plumber with brains to install a shut off to the exterior under the kitchen sink.
