Is your dog seen regularly by the vet to access her problem? I ask because you may find that she needs pulse antibiotic therapy to help control the problem. Also, her constant licking would concern me since it could cause other skin problems, not to mention it's a sign that she's very uncomfortable in that area.

I've never owned a dog with the medical condition but from what I've heard and read it's something the owner has to be diligent about treating for the life of the pet.

sounds like letting the pup have her first heat is the best way to prevent this condition from developing.

Recessed vulvas are usually very simply fixed with a surgery to make it not recessed. I am no brilliant surgeon, but this is one of the easier and more rewarding surgeries I can do. Episioplasty is sort of like simple plastic surgery, but it can work wonders for dogs such as yours. Every case is unique and some really weird vulvas or super obese dogs may be more complicated to resolve with a simple surgery, but if you dog is not obese or have an exceptionally unusual anatomy, surgery will very likely make her better.. and this surgery should not cost that much (relative to most surgeries we do). Too bad it was not offered to you 7 years ago.. could have saved you and your pet a lot of frustration and discomfort. But 8 is not too old for surgery by a long shot as long as she is otherwise healthy. I would certainly look into it.
