toilet setting

I am renovating my half bath and forever the floor was vinyl. I had a flooring company put in a heated floor and tile. Now the flange on the toilet is way too low, and one of the suggestions I got was to go buy a couple of white plastic looking rings and bolt them to (through) the flange. Also my instructions were to use a liberal amount of silicone between the rings and flange, and rings themselves (seems I need two). The distance I need to make up is around 5/8 of an inch. Does this sound like the right way to do this, and/or are there other ways that might be better? What happenes if the line backs up and where will the water go? I surely don't want it leaking out through these rings and rotting my floor.
