I recommend you get your cat to the closest university vet school clinic. That's where you'll find a full roster of veterinary specialists and specialized diagnostic equipment to which your private practice vet simply doesn't have access. A vet school clinic will give you the best possible chance of acquiring an accurate diagnosis, prognosis, and effective treatment for your cat.

You could ask your vet to do a "nasal flush" which can serve two purposes. One, it can help to provide some relief (by clearing out the nasal passages), and two, whatever is flushed out can be sent out for cytology. One of our cats had had this procedure done twice (a couple months apart) for severe congestion and nasal discharge two years ago. The results of the first one did not show any cancer, but the second one did. We did the second flush because her congestion had worsened, despite extending the amount of time she was on antibiotics.

She had Cyberknife radiation within a week or two of receiving the results, followed by six months of chemo, and is celebrating her two year anniversary since Dx this week.

Your cat could have chronic rhinitis (our regular vet thought that's what our cat had, before we got the results), but it's best to be sure.
