Comparing Interior Designer Pricing Models

I'm looking for an interior designer for a small project, my family and dining room. I'm starting from scratch -- throwing out everything!

There are two designers I like equally, so it comes down to price...but that is not so easy to suss out. Please help.

OPTION 1
20% commission for furniture over her net price. (We are buying mostly to the trade stuff.) Lower hourly rate.

OPTION 2
NO commission on furniture. She passes along whatever discount she gets from stores to me. Higher hourly rate.

Option 1 is very established, in the area, and says that she gets bigger discounts from most trade companies than someone who's new to the area like Option 2. Is this true? I assumed that companies have a fixed "to the trade" price, but I suppose it make sense that higher volume designers get better prices.

Can anyone here weigh in? Would, say Hickory Chair give one designer a 40% discount off of retail and another 20%?
