Yes you can,i've done ths for years.Just cut the whole sleeve out,leavng the shoulder seam intact..Then contnue to cut away most of the blouse,leavng just enough on the front to come down over your boobs,but not below them.Then cut away the back,to form a 6 to 8 inch piece.you need these peces left on to keep your dickey from slipping around.

Wish i could draw on here.But hope ths makes sense to you .If you know what a dckey looks like,then you'll understand.

For myself i cant stand anything up around my neck.So i cut all the ribbing off the necklines,then hem the necklines with either a matching thread,or a varigated thread,and sometime one of the fancy stitches on my machine.
With the sweatshirts i either do the same or wear dickeys
