First assess the blouse. Put it on and turn up the sleeves to where you would like them to be and mark it with a pin.

Now look at the cuffs. Where does the wrist opening end. Since most wrist openings are on the inside of the arm and not on the seam underarm seam, they would have to be cut off there.

Now comes the tough part of finishing the sleeve hem. you want a 1-to-1 1/2 inch hem. If you don't have that much you can add matching wide bias tape. Start sewing it on at the underarm seam , so your seam is on the wrong side of the shirt. Then continue around. Go to the top of the tape and continue the underarm seam through the tape.

3/4 inch sleeves are finished in many ways. I have a few and every one is finished differently. I suggest you take a shopping trip and look at how 3/4 length sleeves are finished. It will give you some ideas.

If the sleeve narrows too much at the bottom so you can't turn it back and have an even hem, you may have to add bias tape too. Get single fold bias tape and open the narrow fold on one side. Sew it on by stitching in the fold
