Stretch seam binding?

My son wants me to make him polar fleece helmets for work. The sample he brought me has a sort of stretchy nylon seam binding around the face opening. What is this stuff called and where can I find it? When I google it all that comes up is stretch lace! This looks like smooth silky nylon of some sort.

HELP!
