Ikea has rods that hang one other rods so that you can create "layered" looks so long as BOT sets of curtains don't traverste (move).

Here are mine- I hope you'll get the idea...

Places like Walmart, Sears or Target sell white telescoping rods with rubber cups on each end that are spring loaded, that you could put the sheers on and position behind the dotted curtains. You would use the brackets holding your current rod as support for each end of the spring rod.

Get a clear rod for the sheers that can hang behind the drapes. That way the rod won't show through the sheer fabric. I am assuming you are not planning to open the sheers?

Honestly, tho, with blinds, I am not sure I would add sheers. Seems like too muc of a good thing to have the dots on top of the horizontal lines of the blinds.

Like Les, I think the dots would be a little too much going on. If you absolutely want sheers, I'd recommend plain white.
