It looks to me like you could get away with mosaicing directly to it, I'd make sure my grout was a dry consistancy so it wouldn't moosh thru the mesh, I say give it a try! It must look so cute at night !

How about covering it w/Duct tape first, or that tape someone mentioned they use for styrofoam? It's gonna get top-heavy for sure, so you could wire the legs to rebar into the ground to weight it.

Maybe a combination -- use concrete in the body and leg parts and then tape the neck and head if needed so they don't get too heavy.
