I don't think you have to go down to bare metal, just scrape off any loose, rust. maybe a rustoleum product as primer?

I don't know... I found a primer in the shed... but this old paint sctratchs right off with my findernails... I think I'll rough sand it at least

Hmmm, I see the obvious flower shape. It would be neat to attach it to rebar, add some big tin leaves.
Or turn it upside down and use it as a base for a birdbath, or bb?

Not sure it would be sturdy enough to support the weight of a bb or birdbath, b-u-u-u-t it could become the decorative cover for a sturdy-but-unattractive base. It probably needs to be spray lacquered inside and outside to retain the shine, then I'd just use GEII and apply crash glass to it as-is.

Curb, you wouldn't add color?

Probably not at this stage...course, I would also have been sorely tempted (and probably wrong) to use GEII and lay the crash glass over those roses. Now that you've revealed all that lovely, softly shiny metal, I'd just do it in plain crash glass and grout with white or off white to further emphasize the icy quality of the crash glass.
