You can find kits at most craft stores. They have them for stepping stones, votive holders, etc. My children bought me 2 kits last Christmas at Hobby Lobby. I've also seen them at AC Moore.

My only caution is..some of the kits I've seen don't use glue. You put ceramic pieces down into the grout and they don't hold. I guess no glue is safer with younger kids. If you can't find a kit that's appropriate, I think you could put together a fun one yourself. For example, my daughter loves piggy banks. You could buy her a figure, mirror, box, mirror tray, etc. and add bags of glass or ceramic tile squares or shapes, buttons, shells, feathers, etc. Michael's has the stuff in case, like us, you don't have a Hobby Lobby or AC Moore or much of anything else. You could paint and not use grout if you want. And, just check the glue for toxicity. Just a thought...
