Some double backed tape placed on the pole might be enough to keep the drapes in place.

A large rubber band tied around the pole & hidden under the pocket opening should also work. It will usually catch on the fabric where the side hem fold is & hold it in place.

If it's a wooden rod, put a tack thru the fabric on the back side.

You could try pinning the rod pocket tightly where it wants to slide. Or maybe tape the fabric to the rod on the back side where it won't show.

I had the same issue with my new rod-pocket panels ’creeping and traveling’ along the rod length. I solved it quickly and easily with zip-ties to match my drapery rod. I tightened the zip-tie just enough to stop the panels from moving along uninvited! This idea would be best if you wish to keep panels in a ’stacked-back’ position. This turned out just perfect, as the ‘catch mechanism’ of the zip-tie is too large to fit in through the rod pocket opening. Clip the excess from the zip-tie. Rotate the position of the zip-tie enough to keep your ‘trick’ out of view. Hope this helps!
