One of the most common things to do is have all of the windows in the front (facing the street) with shutters and the rest of the rooms in 2 1/2" blinds. Using the 2 1/2" instead of shutters will not only save you money but they are considered "shutter blinds".

Blinds are usually the more space efficient option compared to shutters.

I like window coverings that let in as much light as possible and I find shutters just block too much light I also like to enjoy a view outside and again shutters don't allow a uninterupted view so blinds would be my choice.

Blinds are great for sun control and privacy. Fabric in drapery or valances adds character, color, and style.

Mix and match as others have suggested. I have shutters across my front windows for curb appeal. Also, in a few bedrooms so I can close the bottom half for privacy and leave the top half open for light. Then, I have various types of shades in other rooms. The only place I have drapes is in my dining room (with honeycombs underneath).
