Where did these come from? ballpark on cost for stairs like this to go from basement to 2nd floor? 27 Ft or so of climb

Being a Stair Guy they look like stainless steel carriages with walnut treads. This is a custom fabrication. I would not guesstimate on it but you would be spending quite a bit of money.
