St Augustine grass problems

Hello all--
I live in Florida on the gulf coast with sandy soil and temps generally pretty fair. We do have a "winter" but cold doesn't usually last long then back to the 60s-70s.
I have a Live Oak tree in front that covers nearly whole yard and have always had a problem getting grass to grow and/or live thru the winter.
I normally have to plug in St Augustine (Palmeto) every year and my fertilizer /lime schedule is every 3 months. I use Scotts Bonus S (5000 sq ft bag) and two 40 lb bags of lawn lime on front and sides.
I had sod webworms damage to mostly back yard last year but also some in front.
My problem is getting grass to grow in front under that tree. Again, I have to plug yard every year and they will usually get thru the summer but never thru the winter.
