I think you've got a great handle on what you know is appropriate to plant next to a property line and what you can control. Vinca is a tough one to keep contained- and in some applications it's great that way. Pachysandra is slower and easier to control. I think you'd have an easy time with it given what you know you're willing to do for control and the site it sounds like you need a ground cover in. I love pachysandra personally!

I have a suggestion for consideration, if you're interested in considering a plant that's easy to control, well suited for a part sun site, and adds beautiful interest. Have you thought about something like Tiarella? Tiarella is also known as foam flower, as it sends up spikes of fluffy white flowers in the summer. In warmer areas, it's ever "green" but I would say "ever-colorful" as the foliage can get pretty brightly colored with reds and pinks etc. It spreads out slowly in clumps and doesn't send runners, making it super easy to control. You might consider Veronica prostrata or Veronica pectinata. Both are evergreen, and they provide a nice mat for showing off your bulbs in the spring.
