I don't know what it is, possibly an Anthemis or something, but anything growing in your strawberry patch is taking food and water from the berry plants and really needs to come out. It looks as if you have a foxglove in there too.

A "weed" is any plant that you do not want growing where you do not want it. That appears to be a member of the "Umbelliferae" (carrot) family.

Looks a lot like tansy mustard in our area. A fall annual weed, starts in the fall, stays fall, bolts early in the spring. Pull it out.
