If you want to try again from seed, you should know that Pearly Everlasting needs roughly 60 days of cold, moist stratification before the seeds will germinate. You can stratify them a couple of different ways. (1) Fill a container with a sterile, soil-less, seed-starting mix. Moisten it. You want it damp but not sopping wet. Sow the seeds as directed on the package. Put the container in your refrigerator for two months. Or, (2) winter sow it in containers using the techniques described at wintersown.org. Or, (3) broadcast sow the seed on the ground in the fall. It will become cold-stratified over the course of the winter and spout in the spring. In the past, if you tried with seed that was sown in spring or summer without cold stratification, that is the reason the seeds didn't sprout. Then, the seeds likely rotted or washed away over the course of the summer.
