planting out hardy annuals

Hey all,

was reading recently that it should be safe for me to get starting my hardy annuals indoors and planting them out in the spring for beautiful blooms.. just wondering when a safe time to plant is? My last frost date is April 15. If I have things like Stock, Sweet Peas, Snapdragons and the likes ready.. would it be safe to plant out around the middle of March? I'm not really sure how frost hardiness works. Absolute worst case scenario we could get a cold draft and maybe get around 0 or -1 celcius, but it is being projected that it will be more like 9-12 celcius with even rain/sun between now to then. Thanks in advance for any advice you have!
