Balcony garden in Wisconsin.

My sister has a 2nd floor apartment with balcony and I'd like to give her some potted up plants. I was thinking a Tumbling Tom or Jelly Bean in a hanging basket or Topsy Turvy planter, a sweet ornamental pepper, bush zucchini, beans, and cucumber, mixed lettuce, radishes, and short carrots (either Little Finger or Tonda di Parigi). It's part shade most of the day.

I have no idea if this will work, I just know she misses her garden. Maybe the toms, pepper, and cukes need more sunlight and less wind than that?
