Inside or outside mount?

Do these install inside and outside of window frame? Do they come with installation hardware?

Hello,

This item is designed to be mounted outside of the window sill, although some customers do prefer to mount them inside. They come with two screw hooks which you screw in above the window frame, then you just hang to loops over the screws and you are done!
