I doubt it is practical in zone 7. In winter, it is already cold enough and in spring & summer, even underground would be way too hot for beer. Plants in a basement? That might work. However, I would also think that the effect would be almost undetectable except for the second and third day of primary fermentation and even then I'll bet it would be a small effect.
